On the other hand, you may be someone who is truly feeling alone and would dearly love to find that special someone that might fill the bill as soul mate. 			<content:encoded><![CDATA[<p>While the entire U.S. book industry sat back complacently and waited to see what the future of digital technology would bring to their businesses, in the summer of 1995 a young Wall Street executive set up an online bookselling business in the garage of his modest Seattle home.<br />
Armed with his reputation and credibility from years on Wall Street, which he used to solicit investment capital, Jeffrey Bezos managed to start Amazon.com with little overhead, other than the price of a few computers. Bezos handled customer service himself, and fulfillment was done through wholesalers such as Ingram and Baker &amp; Taylor.<br />
By being the first major e-retailer on the Internet, Amazon has become the yardstick by which all e-commerce is measured. As an online bookseller, no other web site, except maybe barnesandnoble.com, can rival Amazon in terms of its marketing strategies, and its database technology, which has revolutionized the way we look for and purchase books.<br />
Since its inception, Amazon.com has taken great pains in attempting to &#8216;virtually&#8217; create the atmosphere of a bookstore on its web site. Amazon.com, which originally billed themselves as &#8220;Earth&#8217;s Biggest Bookstore,&#8221; and now prefers &#8220;Earth&#8217;s Biggest Selection,&#8221; believes that the sale of books, music and other products and services over the Web can offer attractive benefits to customers.</p>
<p>According to Forrester Research, the total value of goods and services purchased over the Web was $43 billion in 1998 and is expected to increase to $1.3 trillion in 2003. Cumulative customer accounts represent the number of individuals who have made a purchase from Amazon.com. In the quarter ending December 31, 1998, cumulative customer accounts increased by over 1.7 million to nearly 6.2 million, an increase of over 300 percent from 1.5 million customer accounts at December 31, 1997.<br />
With all of Amazon&#8217;s impressive attributes and millions in revenues, the company has yet to turn a profit. That is perfectly fine with Bezos, who insists that Amazon is meeting its basic goal: &#8220;Get big fast.&#8221;10 In an interview with Publishers Weekly, Bezos said that the company&#8217;s growth was &#8220;beyond any realistic expectations,&#8221; and at this point he is more concerned with branding and marketing the bookselling site than with showing a profit.<br />
Since Amazon.com went public in May 1997, it has garnered the admiration of Wall Street. Despite Amazon&#8217;s staggering losses, one need only witness Bezos&#8217; air of confidence, and his pioneering marketing strategies to understand why.<br />
Market-watchers say there are other reasons to believe Amazon.com has a good potential. First, the company has already built up a solid name recognition, notes Kathleen Smith, an analyst with Renaissance Capital in Greenwich, CT., which specializes in IPO research and investing. &#8220;We know a lot of people have been critical because they are not earning money and there is a lot of competition&#8221; says Smith. &#8220;But Amazon is a leader in online bookselling. It has made enough of a dent in the market to get the attention of the big players like Barnes &amp; Noble, which is trying to crash the party.<br />
Second, says Smith, &#8220;the company has turned in good revenue growth since it started in 1994. Amazon has succeeded in getting to $30 million in revenue in a couple of years, which is impressive,&#8221; Smith notes. She also likes the fact that venture capital firms that have a good track record for picking winners, like Kleiner Perkins, are behind Amazon.<br />
In an attempt to achieve an even greater presence on the Internet, Bezos recently invested further in Amazon&#8217;s future by starting and/or acquiring the following:<br />
* Added videos, CDs, gifts, toys, and electronics to selection.<br />
* Acquired 3 internet companies: including Exchange.com which runs bibliofind, a database of more than nine million hard-to-find and rare books, and lists thousands of independent dealers and retailers; Alexa Internet, a San Francisco company that makes The price paid for all three was a total of $645 million in stock.<br />
* Drugstore.com<br />
* The Internet Movie Database &#8211; a highly trafficked web site of movie and entertainment information, with links to Amazon for every related book, movie, or CD.<br />
* An auction web site to compete with ebay.com, an auction web site whose stock is also favored on Wall St<br />
* Opened new warehouses (which increases overhead costs tremendously)<br />
* Launching a greeting card web page<br />
* A shopping service called &#8220;Shop the Web&#8221; which links Amazon shoppers to web sites of products they do not sell, such as clothing and furniture.<br />
With international sales totaling $122 million in 1998, up from $37 million in 1997,14 Amazon.com has taken an aggressive stance by expanding globally with the launch of their British and German web sites, Amazon.uk, and Amazon.de, respectively. Though they share their customer database with parent company, Amazon.com, these Amazon branches are run out of their respective countries and sell mostly indigenously published titles.<br />
As Bill Gates says in his book, Business @ The Speed of Thought, regarding e-commerce, &#8220;Businesses that are out there early are not just getting ahead on the learning curve. They are also rushing to redefine business boundaries. Amazon.com, which established itself as an Internet book vendor, has begun to sell CDs. There is no reason for Amazon not to sell other merchandise as well. The initial impetus for your company to go onto the Web might be to obtain cost savings and attract new customers. Once you have customers interacting with you, you have an incredible ability to build on that relationship to offer a broader set of products.&#8221;15 In doing exactly what Bill Gates describes, Amazon has become the benchmark for all new businesses, especially those on the Internet.</p>

			<content:encoded><![CDATA[<p>A constitution can be defined as the principles according to which a country is governed. Constitutions maybe written or unwritten. The United   Kingdom has an unwritten constitution comprising some statutes, much common law and a good deal of custom. In the United States and many other countries, the constitution is a single document. The US constitution was drawn up in 1787, ratified in 1788 and came into effect in 1789. It contains seven articles and twenty-seven amendments of which ten constitute the Bill of Rights, created in 1791. it defines the separation of powers, designed as a system of checks and balances, between the legislature, the executive and the judiciary. Amendments subsequent to the Bill of Rights include the abolition of slavery (the thirteenth amendment) universal suffrage (the fifteenth amendment) and the prohibition of liquor (the eighteenth amendment). The following essay will particularly focus on the history of the fourteenth amendment in the constitution of United States thereby pointing out its significance and importance to this day.</p>
<p>The Fourteenth Amendment of the Constitution of United States provides rights guaranteed privileges and immunities of citizenship, due process and equal protection to the people of the United   States. Section one of this amendment states: “All persons born or naturalized in the United States and subject to the jurisdiction thereof, are citizens of the United States and of the State wherein they reside. No State shall make or enforce any law which shall abridge the privileges or immunities of citizens of the United States; nor shall any State deprive any person of life, liberty, or property, without due process of law; nor deny to any person within its jurisdiction the equal protection of the laws.” The amendment was passed by both houses on 8<sup>th</sup> June and 13<sup>th</sup> June in 1866 and was basically created to ensure civil liberties of the recently freed slaves. It was also created for purposes of offering citizenship to the people of United States keeping in mind the slaves again. The amendment allowed this by prohibiting states from denying or abridging the privileges or immunities of citizens of the United States, depriving any person of his life, liberty, or property without due process of law, or denying to any person within their jurisdiction the equal protection of the laws.</p>
<p>A number of Southern states refused to ratify the fourteenth amendment because they relied heavily on African slaves for their cotton production and hence Radical Republicans such as Thaddeus Stevens, Charles Sumner, Benjamin Wade, Henry Winter Davies and Benjamin Butler urged the passing of further legislation to impose these measures on the former Confederacy. As a result of this the 1867 Reconstruction Acts were passed which caused the division of the South into five military states that were controlled by martial law and proclaimed universal manhood suffrage. This again urged the members of the Congress to draw up new state constitutions. The fourteenth amendment was finally ratified in 1868 and thus freed slaves were finally given the rights that they had hoped forever since they were brought to America. It was obvious that some of the political content of the amendment i.e. the guarantee of civil liberties along with offering citizenship to the United States was meant to allow Blacks to vote on a national scale: “Representatives and direct taxes shall be apportioned among the several states which may be included within this Union, according to their respective numbers, counting the whole number of citizens of the United States; provided that whenever in any State civil or political rights or privilege shall be denied or abridged on account of race or color, all persons of such race or color shall be excluded from the basis of representation or taxation.” It is obvious from this that the amendment was looking to provide complete rights to the former slaves of the country. This ratification did take a long time primarily because it finally took place at the end of the Civil War, fought between the Southern and the Northern states. The Civil War is in fact an indirect result of the fourteenth amendment because the Southern states did not take too kindly to the fact that they would not have slaves anymore and thus solely had to rely on expensive, white labor. After the War the Amendment was ratified on 28<sup>th</sup> July 1868 by the Southern states that were not very happy about it. The Southern states were required to ratify it if they wanted to gain admittance into the Union. However the Slaughter House Cases of 1873 proved that the Amendment was not as strong as most people had supposed it would be. In fact these cases diluted the amendment to the extent that most of the federal control over the state’s law enforcing agencies was completely finished off.</p>
<p>The fact of the matter is that the thirteenth amendment was previously thought to protect the rights of Black minorities, particularly during the Civil War. After the War, President Andrew Johnson did in fact appear to be reluctant to urge the Southern states to ratify the constitution but it was the Radical Republicans, as mentioned earlier that pressurized him to force the Southern states to ratify it. The Radical Republicans did this because they wanted to reinforce the rights granted to the Blacks by way of the thirteenth amendment and also because they wanted to limit the powers of the Reconstructed South. Therefore it was with a heavy heart that the Southern states ratified the amendment thereby offering those rights to the black people that had been denied to them for a long time.</p>

<p><strong>Leadership is a concept that has been written about, formally researched, and informally discussed more than any other single topic. However despite all the attention given to leadership there is still a significant amount of controversy attached to the concept. In fact there are some organizational behaviorists that do not even recognize it as a concept let alone develop or consider theories regarding it. For example an article started with the assumption “The social construct of leadership is viewed as a myth that functions to reinforce existing social beliefs and structures about the necessity of hierarchy and leaders in n organization.” <a href="#_ftn1"><strong>[1]</strong></a> Yet throughout history the difference between success and failure, whether in a war, business, a protest movement, or a basketball game, has been attributed to leadership. The intensity of today’s concern over leadership is pointed out by the following observation: “ Business in America has lost its way, in a sea of managerial mediocrity, desperately needing leadership to face worldwide economic competition. Once the dominant innovator in technology, marketing and manufacturing, American business has lost ground to foreign competition.”<a href="#_ftn2"><strong>[2]</strong></a> However regardless of the attention given to leadership it does remain a rather obscure if not “black box” kind ambiguous idea. It is known to exist and to have a tremendous impact on human behavior and performance, but the inner workings or specific dimensions cannot be spelled out. </strong></p>
<p><strong> </strong></p>
<p><strong>In recent years many theorists and practitioners emphasize the difference between managers and leaders. The distinction is an important one. Leaders conquer the context – the turbulent, sometimes ambiguous surroundings and sometimes seem to conspire against us and will surely suffocate us we let them – while managers surrender to it. Although many definitions could be cited most would depend on the theoretical orientation taken. Besides influence, leadership has been defined in terms of group processes, personality, compliance, particular behaviors, power, persuasion, goal achievement, interaction, role differentiation, initiation of structure and combinations of two or more of these. The definition however is not important rather that the concept be interpreted in a theoretical framework and it be realized that leadership, however defined, does make a difference. </strong></p>
<p><strong> </strong></p>
<h3>Current Position</h3>
<p><strong>The leader in question in this paper is facing a set of situations and circumstances that are leading up to ineffective leadership. That is however the symptom and not the cause and in order to diagnose the problem and make a recommendation it is important to note the cause. After careful analysis and study it is has been concluded that the leader is faced with unstructured systems and processes and therefore cannot organize viable work groups or teams to effectively meet goals and objectives, be they long-term or short term. In addition the leader currently is ready to make the necessary changes that are required, yet he lacks the resource mobilization power to accomplish the change and has little authority in regards to decision making for more than just his direct team. </strong></p>
<p><strong> </strong></p>
<h3>Theory and Concepts – The Contingency Theory</h3>
<p><strong>Initially theories presented focused on the leaders themselves and their traits, these were therefore the trait theories, however attention later turned to situational aspects of leadership. Social psychologists began to search for situational variables that affect leadership roles, skills, behavior, and followers’ performance and satisfaction. Although many variables were identified, no theory pulled it all together until Fed Fiedler proposed a widely recognized situation-based, or contingency, theory for leadership effectiveness. </strong></p>
<p><strong> </strong></p>
<p><strong>Fiedler developed what he called the Contingency Model of leadership Effectiveness. This model contained the relationship between leadership style and the favorableness of the situations. Situational favorableness was described by Fielder in terms of three empirically derived dimensions:</strong></p>
<ol>
<li><strong>1. </strong><strong>The leadership-membership relationship, which is the most critical variable in determining the situations favorableness.</strong></li>
<li><strong>2. </strong><strong>The degree of task structures, which is the second most important input into the favorableness of the situation.</strong></li>
<li><strong>3. </strong><strong>The leader’s position power obtained through formal authority, which is the third most critical dimension of the situation. </strong></li>
</ol>
<p><strong> </strong></p>
<p><strong>Situations are favorable to the leader if all three dimensions are high. In other words if the leader is generally accepted by followers, (high first dimension), if the task is very structured and everything is “spelled out” (high second dimension), and if a great deal of authority and power is formally attributed to the leaders position, (high third dimension) the situation is favorable. And of the three dimensions are low then the situation becomes unfavorable to the leader, and Fiedler was convinced that the favorableness of the situations depended directly on the effectiveness of the leader. </strong></p>

<p>1.) die Personalvertretung künftig zumindest 10 KollegInnen pro Berufsgruppe je Region für Remunerationen vorschlagen kann<br />
2.) in den kommenden Jahren die im Dienstpostenplan vorgesehenen Gehälter für das fehlende Personal als Sonderremuneration an alle KollegInnen ausbezahlt wird</p>

<p>Viele KollegInnen unterlassen es immer öfter, begründete Verdachtsvermutungen zu melden, da sie persönlichen &#8211; verbalen und tätlichen &#8211; Angriffen der Eltern ausgesetzt sind. Die KollegInnen brauchen in Krisenfällen Soforthilfe, um mit solch schwierigen Situationen &#8211; zum Schutz der Kinder, aber auch zu Ihrem eigenen &#8211; besser umgehen zu<br />
können.</p>
<p>Die notwendige und gesetzlich vorgeschriebene Zusammenarbeit der<br />

<p>Die Möglichkeit auf Weiterbildung darf nicht von Arbeitsplatz zu Arbeitsplatz verschieden sein. Ein Lehrgang/Kurs pro Jahr für jede KollegIn sowie der Besuch der VA während der Dienstzeit muss für jede MitarbeiterIn zur persönlichen Fortbildung gewährleistet sein.</p>
<p>Gezielte Weiterbildung nicht nur fordern sondern auch ermöglichen!</p>
